Business4 Plone 4 Theme comes with an Actions portlet that allows to display site's actions of a selected category in a portlet. According to the default settings this portlet displays portal tabs in the left portlet column:
This portlet can be edited in the same way as other Plone portlets: via Manage portlets menu. See Actions portlet:
On the portlet edit form you can select which of the actions category you want to display, whether to display portlet title, etc.:
All portal actions can be managed via Zope Management Interface under portal_actions menu:
